We telegraphed the substance of this to S.Singapore & Straits in cypher (vide Secret 232). Should the same be sent to Labuan or to any other Govrnmt as this letter speaks of "other Colonies in the East"?
Send copy of 232 our Telegram to S.W. as requested.
I gather from Mr Meade's draft of the telegram (Secret 232) that it is not considered necessary to send these instructions (telegram & letter) to Labuan, Ceylon &c.
